Primary Gross Enrollment Rate (GER) refers to the number of students enrolled in primary education, regardless of age, as a percentage of the population of theoretical school age for primary school. The data is slightly different from Net Enrollment Rate (NER), in that it includes students that whose age exceeds the official age group (and can therefore be higher than 100%). The data is published by UNESCO and the World Bank.
